What is really nice at this kind of night/early photography is the sweet combination between the cold morning light and the warm surreal lights of the town. If you add up the long exposure effects over the water you can come up with an astonishing photo.
I like the way Maarten included the shore stones in the frame. Here's a tip that you can follow in order to get those star shaped lights: when shooting set your aperture (the f number) as high as possible, but try to avoid the extremes - as the quality of the photo will decrease.
